OUTSTANDING GOVERNORSHIP AWARD 2021
Hon. FrAncis JosepH G. escuDero
Provincial Governor of the Province of Sorsogon
“Hindi na pwede ang pwede na!”
“Hindi na pwede ang pwede na,” the battle cry resounding among the people of Sorsogon for the past year and a half since
former Senator Francis Joseph G. Escudero became Governor of the Province of Sorsogon. This raised the standard of
governance among the province’s leaders and employees and pushed Sorsoganons to aspire for a better and brighter future.
As Governor, he has always been vocal about his aspirations for his beloved province. He is a meticulous leader who ensures
the proper execution and implementation of projects, from improving the health care system to inaugurating roads and buildings.
Chiz Escudero began his political career in 1998 as the
Representative of the First District of Sorsogon at the young
age of 28. After serving three consecutive terms in the House
of Representatives, he ran for higher office and won a seat in
the Senate in 2007 and reelection in 2013. During his tenure,
he served as the Chairperson for the Senate Committee on
Education, Arts and Culture and the Committee on Banks,
Currencies, and Financial Institutions.
HEALTH
After his Senate term ended in 2019, Chiz was elected
Governor of his home province. Being the Governor requires
him to take prompt but prudent decisions for his constituents,
such as prioritizing the health care system. At the beginning
of his term, he focused on providing every Sorsoganon with
quality health care services while emphasizing the importance
of compassion in the health sector. With this in mind, Governor
Chiz renovated and refurbished all public health care institutions
of the province.
He also equipped the public health facilities in the
municipalities with modern medical equipment to facilitate
better primary health care services without the need to refer
them to the Provincial Hospital as was previously practiced.
This development allowed the Provincial Hospital to focus on
patients with critical medical conditions. Further, medical and
surgical missions are carried out continually in partnership with
private organizations. These medical missions have rendered
free surgeries for cleft-lip palette, gallstone, myoma, among
others, to hundreds of Sorsoganons.
Believing that prevention is better than cure, Governor Chiz
spearheaded clean-up drives and the installation of treated nets
in public schools as a response to help lessen, if not eradicate
dengue cases in the province.
