FIRST TERm
Even as a neophyte Congressman during the 17th
Congress, Cong. Dalipe principally authored significant laws
for Zamboanga City such as increasing the bed capacity of
three major hospitals: Republic Act 11087 for Zamboanga City
Medical Center, RA 11325 for Mindanao Central Sanitarium and
RA 11196 for Labuan Public Hospital.

As Vice-Chairman of the National Defense and Security,
he was one of the principal authors of the Joint Resolution 1
which increased the salary of military and uniformed personnel.
As Vice-Chairperson of the Higher and Technical Education,
he was one of the co-authors of Republic Act 10931 or the
Universal Access to Quality Tertiary Education Act.

Cong. Dalipe has authored and co-authored 690 legislative
measures and several other laws of national importance such
as RA 10969 or the Free Irrigation Law and RA 11223 or the
Universal Health Care Law.

With his brand of governance centered on delivering
more development and increasing transportation mobility in
Zamboanga City, he initiated the construction of the two newest
highways namely: 17.22-kilometer Zamboanga City Diversion
Road and the 19.24-kilometer Buenavista-Bolong Bypass Road
to help decongest traffic from the city center.
