OUTSTANDING CONGRESSMAN AWARD 2021

SECOND TERm
Now on his second term in the 18th Congress, Cong. Dalipe
continues to introduce policies and push for legislations
centered on transportation mobility, health, security and
public order.

Cong. Dalipe consistently champions the funding allocation
for the New Zamboanga International Airport Development
Project which to date has a total of One Billion Pesos as an
initial allocation by the Department of Transportation to kick
off the land acquisition for the new airport location. True to
his campaign promise of bringing more development from the
mainland to the islands, he initiated the construction of four
community ports namely: Busay Port, Tumalutab Port, Tigtabon
Port and Dita Port through the DOTR and PPA.

One with the Filipino people in mitigating the effects of
COVID-19, Cong. Dalipe co-authored Bayanihan to Heal As One
Act (RA 11469), Bayanihan to Recover as One Act (RA 11494),
and Streamlining the Issuance of Permits and Certifications in
times of National Emergencies (RA 11517).

Being the Vice Chairperson of the Appropriations Committee,
Cong. Dalipe co-sponsored the Department of Health
budget for FY 2021 and defended the proposed funding for
the procurement of COVID-19 vaccines. Subsequently, the Cognizant of the role of the local government units (LGUs)
allocation was increased to Php 72 Billion and secured under and private sector in the fight against COVID-19, Cong.
RA 11494 thru the leadership of the House and the Senate. Dalipe sponsored and co-authored the House Bill 8648 or the
Emergency Vaccine Procurement Act of 2021 to ensure that
the vaccine is procured and administered in an expeditious,
effective, efficient, and equitable manner. On February 26, 2021,
President Duterte signed into law the COVID-19 Vaccination
Program Act which is landmark legislation to fast track the
vaccine procurement and administration.

Complementing his health access advocacy, Cong. Dalipe co-
authored RA 11463 which institutionalized Malasakit Centers in
our hospitals throughout the country and also the Doktor Para
sa Bayan Act (RA 11509).

Committed to provide access to quality education in his district,
Cong. Dalipe authored House Bills that would establish several
national high schools in Zamboanga City such as Mampang
National High School, Lamisahan National High School and
Tigtabon National High School. He also co-authored RA 11470
establishing the National Academy of Sports System.

To boost our country’s campaign against terrorism, Cong.
Dalipe co-authored RA 11479 or the Anti-Terrorism Act of
2020. He also co-authored HB 7406 which provides for the
modernization of the Bureau of Fire Protection to ensure public
safety and prevention against destructive fire.
