DELIVERING BASIC SOCIAL SERVICES
Bridging the national government programs while
complementing local government initiatives, Cong. Dalipe
initiated the construction of 250 classrooms through the
Department of Education and DPWH Basic Education
Facilities Program.
To date, the Congressional Office has served over 30,000
beneficiaries through the medical assistance program at
Zamboanga City Medical Center and Mindanao Central
Sanitarium. Through the DOLE TUPAD program, a total of
16,037 beneficiaries were given emergency employment in
the 2nd District. Through DSWD Crisis Intervention Unit, over
12,000 benefitted under the Assistance to Individuals in Crisis
Situation (AICS) program while over 22,000 senior citizens
have received food assistance and cash subsidy together
with over 11,000 recipients belonging to other vulnerable
sectors. Through the CHED and UNIFAST, a total of 1,878
students were included as recipients of the educational grants
through the Tulong-Dunong Program while 676 beneficiaries
were trained under TESDA scholarship program. At present,

as the VICE CHAIRPERSON of the powerful COMMITTEE
ON APPROPRIATIONS ensuring the successful enactment
of our annual General Appropriations or the National
NEW INIATIVES Budget to fund the priority programs and projects of the
Considered as the first solar-powered irrigation to be built in Duterte Administration.
Zamboanga Peninsula, Cong. Dalipe together with National
Irrigation Administration initiated the construction of solar-
powered irrigation projects located in six (6) barangays in
Zamboanga City. The irrigation system is powered by 28 solar
panels that can discharge approximately 200 gallons of water
per minute which can irrigate five hectares of poorly irrigated
rice fields in the area.
In an effort to help the seaweed farmers in his district, Cong.
Dalipe has partnered with the Department of Science and
Technology Region 9 thru its Grant-In-Aid Program for the
establishment of six (6) solar-powered seaweed drying facility.
This technology intervention and system improvement for the
benefit of seaweed farmers in Zamboanga City is one of the
pioneer projects nationwide.
