OUTSTANDING CONGRESSMAN AWARD 2021



                                                                     Even with the unprecedented situation created by the COVID
                                                                    19 pandemic, he remained unwavering in his service to his
                                                                    constituents and the nation. The world may have changed
                                                                    because of COVID 19 but to him public service should remain
                                                                    uninterrupted. With educational institutions suddenly forced to
                                                                    adapt to a new learning environment, Rep Garcia endeavored
                                                                    to heighten his commitment to education as he continues to
                                                                    champion the cause of free and quality education for the youth.
                                                                    For the second year now, Rep Garcia has been providing
                                                                    educational assistance to students at all state colleges and
                                                                    universities throughout the Third District. It is through this that
                                                                    he hopes to instill to the thousands of students to continue
                                                                    pursuing their dreams no matter what the circumstances are
                                                                    because their diligence and hard work will never go unnoticed.

                                                                     Through the joint efforts with the other Cebuano members
                                                                    of the House, Rep Garcia was able to pass HB 6434, which
                                                                    seeks the conversion of the Cebu Technological University  into
                                                                    a system. Fortifying CTU into a university system will enable the
                                                                    university to enjoy institutional autonomy.


                                                                     Rep Garcia envisions that through these educational
                                                                    initiatives, livelihood opportunities in the district will increase.
                                                                    Despite this, unforeseen events such as this pandemic, affected
                                                                    the economy of the nation, and livelihoods have had to be put
                                                                    on hold. To mitigate the economic impacts and to uplift the lives
                                                                    of the people in the Third District of Cebu, Rep Garcia, with the
