There is certainly more to House Representative Emmarie “Lolypop” Ouano-Dizon than meets the eye. Underneath the lovely
face, the girl’s name and the soft ladylike demeanor lies an extremely workaholic leader who is steadfast in leading her people
out of the worst year in Cebu 6th district’s recent memory.

When Lolypop won her first term in Congress representing Mandaue City, Consolacion and Cordova towns in May 2019, it
never occurred to her that she would soon be dealing with two major tragedies: a pandemic where lives and livelihoods were
lost, and a supertyphoon that left communities in shambles.

Congresswoman Lolypop, however, was unfazed. Though
young in years and a neophyte in Congress, she handled the
dire situation like the seasoned public servant that she truly
is. After all, she is no stranger to public service. She grew up
watching and helping both her grandfather, Alfredo Ouano,
and father, Thadeo Ouano, as they led Mandaue City as
mayor. She was herself a councilor of Mandaue.

Her top priorities has always been Livelihood and
Education, alongside Health. Hundreds have graduated from
the livelihood programs through skills training with Technical
Education and Skills Development Authority, and the youth
in the district have benefited from the scholarship program in
partnership with the Commission on Higher Education.
