If only one major achievement can be attributed to Mayor
Jane Valeroso Plaza during her two-term stint as Municipal
Mayor of Carmen, Surigao del Sur, it would be the improvement
of the municipality’s competitive index score from 20.16 in 2016
to 37.72 in 2020. This bolstered Carmen’s rise in rank from
455th to 74th among the country’s 884 5th and 6th
class municipalities that were evaluated by the National
Competitiveness Council. The significant improvements
in various indicators for Government Efficiency, Economic
Dynamism, Infrastructure, and Resiliency, are a testament to
Mayor Jane’s brand of leadership – transparent, results-driven,
and in touch with the needs of her constituents.

Mayor Jane is a Registered Nurse by profession. She first
took up Community Nutrition at the University of the Philippines
in Diliman and proceeded to complete her BS Nursing degree
at Butuan Doctors’ College. Despite her opportunities to work
abroad, Mayor Jane chose to serve her fellow Carmenanons
and ran unopposed as Municipal Mayor in 2016. She was a
neophyte politician but she was very committed and quick
to learn the ropes. In 2019, the Carmenanons gave her their
resounding seal of approval by re-electing her through a
landslide victory.
