Rep. Belaro also brings to Congress solid professional and private
sector experience. An active practicing lawyer for the past twenty
(20) years, he started as an Associate Attorney at the premier law
firm of Siguion Reyna Montecillo and Ongsiako Law Office before
eventually founding the Belaro & Associates Law Office where
he served as Managing Partner, a general practice law firm with
strengths in, among others, election practice, litigation, foreign
investments and intellectual property. As an active practitioner, he
had already appeared in most, if not all, quasi-judicial agencies and
all kinds of courts in the country. Two of his cases which reached
the Supreme Court is now part of Philippine jurisprudence. At the
same time, he was with the academe, having served as a Lecturer
and Professor in Political Science and Law subjects at the University
of the Philippines, Ateneo De Manila University, University of
Caloocan and the Entrepreneurship School of Asia. He was also
one of the Lecturers of the IBP National Office for the MCLE for
Lawyers, and is the founding Dean of the St. Dominic Savio College
of Law in Caloocan City where he taught Constitutional Law
and International Law, among others. For a term, he also served
as a Commissioner of Bar Discipline of the Integrated Bar of the
Philippines. Rep. Belaro was also a prolific author having written
for various publications, including the election pamphlet series
“YoVoteMe 2010” which was the subject of a COMELEC Resolution
recognizing its significant contribution to voters’ education in the
country. He also authored the best-selling book “Legal Forms for
Entrepreneurs”(National Bookstore, Powerbooks etc.), now on
its 5th year of re-printing, which mirrored not only his vast pre-
Congress experience as a former CEO and member of the Board of
Directors of his family business of trading and printing but also in
rendering legal advice to clients here and abroad.
