FOREWORD Whave had to attend to the front lines in battling the
priority programs of the incumbent administration. It is no
longer satisfactory to administrate and manage the cities and
municipalities in addition to the battle against drugs, corruption
and terrorism. Having to deal with the grass roots issues has no
commonality or a template to address one city/municipality to
another. Communication lines altogether have become disruptive
if not temporarily. Hopefully these do not become permanent
considering in our democracy we adhere to the elections every
three years. The responsibility today of our Honorable Mayors is
gargantuan task to say the least. There are no longer big or rich
cities or municipalities all having to subscribe to the constituents
who today require change with their hopes for an improved life.
Skilled management no longer dictates a passing grade but a bar
that has been raised in today’s world requiring populist ideas vis-
à-vis sound traditional judgments’.

Technical innovations have introduced fake news utilized
to propel forces of evil if not dissent if not even opposition from
losing candidates hopeful to regain their lost thrones to serve their
interests such like social media and “envelopmental journalism”.
Sadly, priority issues for discourse are placed in the backburner
such like globalization versus nationalism, legalism versus
environment, federalism, to name a few.

Our Mayors have to juggle the issues made priority by their
constituents over the national concerns.

The Most Outstanding Mayor Award for 2017 is a testament
of their achievements. It is the alternative to identifying specific
projects through awareness platforms. The acknowledgment
of participating in and having been awarded Most Outstanding
Mayor itself, together with its publication, celebrates a mayor’s
achievements. There is no other strategic or pragmatic approach
that celebrates these achievements. we recognize the authority
and efficacy of the mayor who has served his or her constituents
with competence, integrity with the sensitivity to address right
and wrong.

To all those awarded Most Outstanding Mayor, kudos and
more power!
