Outstanding Governorship Award 2013
he Outstanding Governorship Award is bestowed on deserving
government officials who, by mandate, are responsible to their
FOREWORD Tconstituents. Through that mandate, governors must convey
strategic management programs if they are to succeed.
A governor is a province’s highest-ranking elected official, with duties
more varied than any elected member of the district, party-list or national
legislature. That said, a governor’s main role is to propose and vote on
specific provincial legislation.
Official duties can include signing bills into law, serving as commander-
in-chief of the provincial National Police or militia, and convening special
sessions of the provincial legislature. The governor is also a high-
profile member of a political party and holds great sway over its policies.
In effect, the governor of a province is similar to the president, but on a
smaller scale.
The governor leads the executive branch of a province, whose job it is
to carry out the governor’s policies. Governors also influence decisions
by local legislative bodies within province cities and municipalities.
The governor can push to pass various bills and policy initiatives..
The governor is the chief administrator, overseeing the work of all
departments. As chief administrator of the province, the governor is
responsible for the performance of all those who work for the province
or on behalf of the province. Depending on laws, the governor may
appoint people to head provincial agencies. The governor appoints a
cabinet to help administer the province. Selections may require the
legislature’s approval.
Because nobody can supervise that many employees, work is
accomplished through department heads, cabinet members and staff
assistants. The governor prepares budgets, but decisions on their content
rest with the legislature.
The provincial governor is chief executive and head of the province.
Elected to a term of three years and limited to three consecutive terms,
the governor appoints the directors of each provincial department, which
include the office of administration, engineering office, information office,
legal office, and treasury office.
Although the governor may not need media attention, the office by
nature becomes a human interest story for the province wide constituency.
We need to show appreciation for the governor’s work in behalf
of constituents.
