Change, and more importantly development and progress, require a leader
who understands what needs to be reformed, comprehensively sets the direction,
musters cooperation of all stakeholders to achieve the goals, and ensures that
the gains of success are felt especially by the most underprivileged of its citizens.
As the governor of the Province of Cotabato which has persistently been beset
by conflict, social inequality and economic stagnancy and a lot more concerns,
Emmylou “Lala” J. Taliño-Mendoza is aware that she could not be a traditional,
sweet-talking, promise-breaking politician but a leader who is unflinching at her
determination to rebuild her beloved province.
The province was recognized as the first regional winner of the Gawad Pamana
ng Lahi, a national award for exemplary performance in administrative, social,
economic and environmental administration. They also received Seal of Good
Housekeeping Award in 2012 and Seal of Good Financial Housekeeping in 2014
from the Department of the Interior and Local Government. In 2015, Cotabato was
hailed as the 11th Most Competitive Province in the Philippines with a score of 33.1,
merely a few points lower compared to the 1st placer Davao del Sur’s 41.6 points.
