MOST OUTSTANDING MAYOR AWARD 2021

Despite the challenges and limitations brought about by
the COVID-19 pandemic, the City of Baybay has strived, and
continues to implement its programs and projects for the
improvement of agricultural yield and production, and other
major infrastructure programs of the city government. As proof
of the resiliency of the local government of Baybay City, it was
able to open up its new hospital in 2020, as well as establish its
very own COVID-19 center and isolation area despite the limited
funds and resources. While strictly implementing its protocols
and measures against the viral pandemic, the City of Baybay
continues to implement all its programs and projects necessary
for the delivery of basic services to its people.

As a testament to his strong political will and leadership, Mayor
Jose Carlos Cari has been consistent in the strict implementation
of the protocols and measures against COVID-19 in Baybay
City, from the start of the pandemic in March 2020 up to the
present. While others have faltered, have accepted defeat
due to overwhelming odds brought about by the pandemic, or
have succumbed to the pressure of just relaxing the protocols
in the face of adverse public opinion, Mayor Jose Carlos Cari
has never failed in his commitment of ensuring the safety and
welfare of Baybayanons during this time of the pandemic.
The protocols and programs against COVID-19, as well as
the contact tracing mechanisms and programs of the City of
Baybay is one of the most successful, innovative, and efficient
programs in the country. As of this writing, while the whole
Eastern Visayas region has registered ballooning COVID-19
cases, the City of Baybay has been able to prevent the spread
of the virus among its constituents through the strict and no-
nonsense implementation of its protocols and measures.
