City Mayor of Baybay City, Province of Leyte

Baybay City Mayor Jose Carlos (“Boying”) Loreto Cari is a Civil Engineer by profession, and a graduate of Civil Engineering at the
famed Mapúa Institute of Technology (now Mapúa University).

Mayor Jose Carlos Cari is one of the few people who have started from the grassroots level of public service, and strived to the
top level leadership in Baybay City. He started as a barangay captain of Barangay Candadam Baybay City, and rose to become the
Liga ng Barangay President, Municipal Councilor, and Municipal Mayor. He then ran and won his seat as Representative for the
Fifth District of Leyte, where he was able to introduce needed reforms, as well as improve the governance of the whole district. He
then returned as the chief executive of Baybay City where he is now serving his first term as city mayor.

Mayor Jose Carlos Cari has always been an advocate of a
strong and self-reliant agricultural sector. This can be seen from
the bills he authored, sponsored, and filed as a Representative
of the Fifth District of Leyte, seeking the strengthening of the
programs and policies for a healthy and sustainable coastal
environment in the country. According to him, a healthy coastal
environment equates to more food and resources for people in
coastal areas such as the Fifth District of Leyte. His unwavering
support for agricultural programs and policies in the Fifth
District of Leyte has brought much improvement to the lives and
livelihood of farmers and fisher folk in his district.
