MOST OUTSTANDING MAYOR AWARD 2021

His term as city mayor of Baybay City saw the expansion of
programs for all sectors of agriculture, from the improvement
of vegetable, rice, and coconut yield of farmers, the
introduction of tilapia, native chicken, and eel production as
an alternative food resource, and the strengthening of fish
yield for fishermen by installing more artificial coral reefs. The
domestic production of usual livestock such as cows, goats,
and pigs also saw major improvements under the leadership
of Mayor Jose Carlos Cari. A clear example of this is that
despite the threats posed by the African Swine Fever (ASF),
the City of Baybay has remained ASF-Free, and very much
able to sustain the demand for pork meat consumption without
the need for supply from other areas.
As a civil engineer, Mayor Jose Carlos Cari believes in the
enhancement of infrastructure as a strong foundation for a striving
and developing local government. In his term as mayor of Baybay
City, major infrastructure projects were introduced such as the
improvement of the terminal and public market, the establishment
of additional health stations and school buildings in barangays in
the city, the improvement of river control and irrigation systems,
and the establishment of the Immaculate Conception Hospital
which is managed solely by the city government. The City of
Baybay, under the leadership of Mayor Jose Carlos Cari, is busy
finishing up with its new city hall, its very own convention center
and sports complex, the board walk along the coastline, and
its plan of establishing an all-weather port in the city. The local
government unit of Baybay City is also a consistent awardee of
the Seal of Good Local Governance (SGLG) of the Department
of Interior and Local Government (DILG).
