With a humble beginning armed with expertise in management,
it was already evident in his first six months in office in 2016.
Anchored on the platform of Effective Governance and Data-
driven decision/solution, he has transformed Sarrat from a
mediocre town to a more socio-economic responsive LGU today.

On assumption of office, he immediately, with the help of
all stakeholders, instituted various reforms and re-engineered
old LGU systems. Mayor Medrano placed the right people at
the right jobs as he reorganized the 20-year old LGU plantilla
and created positions that would optimize rendering services
to the Sarrateneos. As a Fourth Class municipality, Sarrat is
largely dependent on the Internal Revenue Allotment. Mayor
Medrano managed to maximize the limited funds and even
elevated the LGU’s local revenues to 20% in just a year in office
without any tax increase. Under his administration, Sarrat
was awarded the Seal of Good Financial Housekeeping for
three consecutive years. The system that he initiated reaped
dividends due to improved efficiency in revenue collection,
wider opportunity for livelihood and investments, fast business
permit processing, transparency and priority spending that
directly benefit the people.

In 2018, he pushed the creation/funding of the LGU Sarrat
Scholarship Program provided to poor but deserving students.
It extended financial assistance to college students and
secondary students as well. Livelihood opportunities were
provided, like the native kakanin “Tupig” grills, store on wheels,
goat, poultry and piglet dispersal, and skills development to
capacitate the youth. Today, these interventions have allowed
recipients the opportunity to earn extra income for their families.
