MOST OUTSTANDING MAYOR AWARD 2021



          What sets Mayor Medrano apart is his ability to foresee
        and plan ahead of his constituents’ needs. He is the architect
        of the “Paspas Dur-as Sarrat” (meaning Fast-Progress
        Sarrat), an advocacy and a mission to bring Sarrat in its
        stalled progress. His expertise, discipline and the quality
        of his work as an Engineer has given the town a sense of
        pride with all the infrastructures built in such a short period
        in office. Specifically, the Sarrat Civic Center, MDRRMC
        Building (the biggest in the province), Rural Health Building
        II, Municipal Slaughterhouse, two Senior Citizens Buildings
        and the multi-year budgeted kilometer-long Sarrat Riverwalk
        for health and tourism. He refurbished idle buildings such as
        the Public Market, Agriculture Building and Old Presidencia to
        become revenue-generating enterprises, constructed potable
        water systems to address future water shortage, landscaped
        the Sarrat Plaza for tourism, constructed additional school
        buildings, and improved farm road networks, bridges,
        flood control dikes, small water impounding projects, and
        many more.






























          Mayor Medrano has championed his mission of progress
        without sacrificing the environment. He established the first
        ECC-compliant Sanitary Landfill in Sarrat. Integrated therein
        are the Materials Recovery Facility, Organic Facility, and
        Nursery in one location. The MRF is equipped with complete
        waste reduction machineries and concrete block makers out of
        solid wastes, the first in the province. Not only did he address
        the growing problems in managing wastes, but also gave the
        town’s share of responsibility towards climate change and
        biodiversity by strictly ordering the preservation and cleanliness
        of the Sarrat river and its forests.

          Remigio Medrano refuses to be called Honorable. He takes
        responsibility as a Mayor who has been given a chance by God
        to share his wisdom and expertise to his hometown through
        public service with passion and integrity.
